Tuning toms or "tensioning" as Buddy Rich used to say. Drums are not "tuned" as a guitar or horn per se. Drum tuning is subjective. There are not any set in stone rules you have to follow. Most teachers recommend you tension both heads to the same pitch but this can be varied to your own particular preference. If it sounds good to you, then that's all that matters. Have fun and enjoy!
