In Layman's terms, Uilleann pipes are irish bagpipes. The difference between them and the scottish highland pipes that most people are familiar with is that Uilleann pipes are powered by an elbow operated bellows instead of blowing into them. They also have a far wider tonal range and a much sweeter sound.
